Rosneft Partners in Creation of Educational and Industrial Cluster in Angarsk

Rosneft's enterprises operating in the Irkutsk Region and the regional government have signed a partnership agreement to establish the “Chemical Industry” Education and Production Cluster as part of the federal “Professionality” project.

The cluster is being established on the basis of three technical colleges in Angarsk: the Polytechnic College, the Industrial College, and the College of Advertising and Industrial Technologies. The objective of this initiative is to strengthen the talent pool within the petrochemical industry. The federal project's industrial partners include four Rosneft enterprises: the Angarsk Petrochemical Company, the Angarsk Polymers Plant, the Angarsk Catalysts and Organic Synthesis Plant, and RN-RemStroyEngineering.

The “Chemical Industry” cluster will provide the Company's enterprises with training for skilled workers in 11 specialisms and over 30 occupations, with a total of over 1,200 trainees and up to 400 specialist graduates per year.

Experts, skilled workers and mentors from Rosneft's enterprises will participate in the modernisation of the teaching resources and facilities at secondary vocational education institutions in Angarsk. This will enhance the learning experience for students by developing practical skills in state-of-the-art laboratories and at enterprises' production sites. This will raise the standard of training for future specialists and give them a competitive advantage in their careers.

Rosneft's enterprises are among the Irkutsk Region's leading employers. The partnership agreement represents a significant development in the efforts to strengthen cooperation with educational institutions in Angarsk, particularly with our long-standing partner, the Angarsk Polytechnic College.

As part of its corporate system of lifelong learning, “School–College/University–Enterprise”, Rosneft collaborates with 206 educational institutions. These include 84 Russian and international universities, 66 colleges, and 56 schools. Since 2005, the programme has aimed to build an external talent pool from among school pupils and students in the regions where the Company operates.

As a reliable industrial partner, the Company is actively involved in the development of the flagship project for secondary vocational education – the federal “Professionality” project. Between 2022 and 2025, Rosneft sponsored the creation of eight “Professionality” education and industry clusters.
