Rosneft to develop cooperation with Cuba
Rosneft Chief Executive Officer Igor Sechin held a working meeting with Minister of Energy and Mines of the Republic of Cuba Alfredo Lopez and Ambassador Extraordinary and Plenipotentiary of the Republic of Cuba Emilio Lozada Garsia.
During the meeting the parties discussed extension of supplies volume, joint production projects, as well as prospects for cooperation in modernization of Cuban refinery Cienfuegos.
Rosneft representatives informed the Cuban delegation on the Tuapse refinery reconstruction process. The delegation, which included Minister of Energy and Mines of the Republic of Cuba Alfredo Lopez, Ambassador Extraordinary and Plenipotentiary of the Republic of Cuba Emilio Lozada Garsia and Commercial Attaché of the Republic of Cuba in Russia Vivian Hitchman Miranda, examined the key production facilities of the refinery and visited deepwater marine terminal with the transshipment capacity of 17 mmt of oil products per year.
Tuapse refinery and the marine export terminal is the key hub for oil refining and oil products export on the Black Sea. Tuapse hub connection with the Mediterranean Sea region creates significant opportunities for trading with Southern Europe, North Africa and other regions.
The delegation also visited construction site of the new diesel line which has no counterparts in Russia and over the world. It will consist of 35 objects including diesel hydrotreating and vacuum gasoil hydrocracking unit, hydrogen production plant, and elementary sulfur production plant that is the most innovative and environmentally friendly facility.
Large scale investment programme of Rosneft provides for increase in capacity of the industry oldest refining plant to 12 mmt of oil per year and refining ratio up to 98.5%. Upon the modernization the Nelson’s Complexity Index of the plant will grow to 9 and will comply with the similar indicators of refineries in the Western Europe.
The plant will produce a wide range of oil products meeting the highest ecological requirements.
By the end of 2016, the refinery had processed about 10 mmt of oil.
In the course of a large-scale modernization of Tuapse Refinery, the company acquired world-class competences allowing design and construction of modern and technologically complex refineries both at the territory of the Russian Federation and abroad.

Refining capacities of Rosneft in the Russian South are represented by Tuapse Refinery, which is one of the first oil refineries in the country and the oldest one for the company.
Rosneft is implementing the most large-scale modernization programme in Russia aimed at upgrading its own refining capacities.
The modernization of Tuapse Refinery comprises three stages. The first one was successfully completed in October 2013, when one of the biggest in Russia crude distillation units ELOU-AVT-12 was launched.
Once the second stage objects have been put into operation, the refinery will start producing petrols, diesel fuel compliant with Euro-5 standard, and jet fuel. The third stage of construction includes the launch of Flexicoking unit designed for advanced refining of oil residues.
In 2015, the vacuum block of ELOU-AVT-12 units started operating, which allowed to produce and sale vacuum gasoil. Also, investments were made into the construction of complex hydrocracking—hydrotreatment and reforming—isomerisation units.
The process of Tuapse Refinery modernisation is carried out without the current production being interrupted. Putting into operation the first stage alone resulted in creation of over 400 new jobs, whereas introducing new objects in the territory of the refinery will allow to increase the number of its employees by 16%.
The modernization will satisfy the growing needs in high-quality motor fuels in the South of Russia. Moreover, taking into account the unique geographic position and transhipment capacities of the company in Tuapse, new opportunities for oil product export will appear.
