Rosneft Launches Vostok Oil Power Supply Project
Rosneft has started design work and a set of engineering surveys for Vostok Oil’s key energy facilities. An autonomous power supply to the project facilities will be provided by building in-house power plants with a total capacity of about 3.5 GW. This is the best result among the country’s oil producers.
The power supply system for the Company’s largest production project involves the construction of 13 power plants with a total installed capacity of about 3.5 GW. The Irkinskaya, Baikalovskaya, Vostochno-Suzunskaya and Payakhskaya gas turbine power plants (GTPPs) will provide most of it, about 2.3 GW. The design capacity of the Irkinskaya GTPP, which is included in the list of Phase 1 facilities, will be 867 MW, the maximum in Rosneft’s perimeter. The new plant will provide electricity to the fields of the Payakha cluster and to facilities of the oil transport system.
About 200 power substations and more than 7,000 km of overhead transmission lines are to be built to supply power to Vostok Oil’s oilfield facilities. High-priority power supply facilities include the 214 MW Buchta Sever oil-fired power plant, the 110 KV Payakha head oil pumping station (HPS) substation and a 110 KV overhead transmission line from the Irkinskaya GTPP to the Payakha HPS.
To reduce the environmental impact, Vostok Oil’s gas turbine power plants will primarily use only associated petroleum gas to generate electricity. The project also plans to use wind power to maximise the transition to clean energy with net-zero carbon emissions.

The Vostok Oil project is comprised of 52 license areas located in the north of Krasnoyarsk Territory and Yamalo-Nenets Autonomous District, which accommodate 13 oil and gas fields, including the Vankor (Vankorskoye, Suzunskoye, Tagulskoye and Lodochnoye fields) and Payakh clusters.
