Rosneft Develops Technology to Produce Highly Eco-Friendly Marine Fuel
The Syzran refinery and the VNIINP research institute (part of Rosneft) have developed a technology for producing a new type of marine fuel – RMLS 40 type EI*. The sulphur concentration in the fuel does not exceed 0.1%, which fully complies with the most stringent international environmental requirements. The use of this fuel for bunkering minimizes the negative impact on the environment.
High environmental standards of operation are the key element of the Rosneft 2022 Strategy. In order to reduce its environmental impact and produce up-to-date, environmentally friendly fuels, the Company has initiated and is implementing a number of large-scale projects to upgrade its own production facilities.
The technology for producing the new marine fuel is based on the RN-5251 catalyst produced by RN-Kat (a Rosneft subsidiary).
The Syzran Refinery is currently working with VNIINP to start commercial production of a new highly eco-friendly marine fuel.

*RMLS 40 (Residual Marine Low Sulphur) is a new product in Rosneft’s line Low-sulphur marine fuel RMLS 40 is divided into 2 types according to sulphur concentration: EI with 0.1% sulphur concentration and EII with 0.5% sulphur concentration or less.
Rosneft’s green marine fuel is in demand by domestic and foreign shipowners. The technology for green marine fuels compliant with the relevant Russian standards and the prospective foreign ones is developed by the Rosneft Corporate Research and Development Complex.
Syzran Refinery produces a wide range of top-quality petroleum products, such as motor gasolines and diesel fuels of the highest emission standard, liquefied petroleum gas, bitumen. RMLS 40 type E II fuel with 0.5% sulphur conentration, which complies with the International Convention for the Prevention of Pollution from Ships (MARPOL), has been produced at the Syzran Refinery since April 2020.
A major modernisation programme to increase refining depth is currently underway at the plant.
