Rosneft and the Ministry for the Development of the Russian Far East and Arctic Agree to Cooperate on Projects in the Russian Far East
Rosneft Oil Company and the Ministry for Development of the Russian Far East and Arctic signed a cooperation agreement on the sidelines of the 8th Eastern Economic Forum.
The document was signed by Igor Sechin, Chief Executive Officer of Rosneft, and Alexei Chekunkov, Minister for the Development of the Russian Far East and Arctic.
The Far East is one of the key regions of Rosneft’s operations. The Company is implementing a number of projects of strategic importance not only for the social and economic development of the Far Eastern regions, but also for the country’s economy as a whole. The agreement with the Ministry for Development of the Russian Far East provides for cooperation between the parties to create favourable conditions for the Company’s projects, including geological studies, exploration and production of hydrocarbons at Rosneft’s fields and development of the Company’s refining and other assets in the Far East.
The Company’s key projects in the region also include the construction of the Zvezda Shipbuilding complex in the Primorsky Territory, the establishment of the Primorsky Metallurgical Plant and the Engineering Centre on Russky Island. The Company’s socially significant projects include a major housing programme in the Far East, human resource development and support for educational and scientific programmes.
The parties also agreed to hold joint events to attract skilled workers to the region’s enterprises.

The Zvezda Shipbuilding complex is being built in Bolshoy Kamen of Primorsky Territory by order of the Russian President by the Rosneft-led consortium of investors. The Company has provided a pilot load for the shipbuilding complex by signing contracts for the construction of 28 vessels.
Zvezda Shipbuilding complex is Russia’s first large-capacity shipyard for the production of ice-class ships, ships with a displacement of up to 350,000 tonnes, special ships and other types of marine equipment. The shipyard’s portfolio already contains over 60 vessels.
The project to build the Primorsky Metallurgical Plant in Sukhodol Bay, near the city of Bolshoy Kamen, is being implemented as part of the Russian President’s order to supply the Zvezda shipyard with large-format steel plates.
Rosneft’s Engineering Centre on Russky Island will carry out scientific and technical research, design and development work. Training and retraining of personnel will be conducted at the Centre.
One of Rosneft’s largest projects in the Far East is Sakhalin-1, which comprises three offshore fields: Chaivo, Odoptu and Arkutun-Dagi, located on the north-eastern shelf of Sakhalin Island.
RN-Komsomolsk Refinery LLC is the largest oil refining enterprise in Khabarovsk Krai and is vital for petroleum products supplies to the regions of the Far Eastern Federal District. Its product range comprises over 20 items, such as high-octane gasolines and Euro-5 diesel, low-sulphur marine fuel RMLS 40 and other popular products.
The Komsomolsk refinery is undergoing a major modernisation programme, including the construction of a hydrocracking complex with facilities to increase refining depth and supply the market with additional volumes of higher environmental class fuels.
Rosneft’s largest assets include Taas-Yuryakh Neftegazodobycha, which operates 11 licence blocks in the Republic of Sakha (Yakutia). The enterprise is developing the Central Block and Kurungskiy licence area of the Srednebotuobinskoye oil and gas condensate field.
